possession of the property at the end of the current year.

The construction of the three small works

under item 6, "Latrines and Urinals", is very desirable on

sanitary grounds.

Communications.

Under item 7, "Roads", (a)

is retention money on a work which will be completed this year, while the sum of $15,000 provided for (c) is put as low as

possible to meet probable requirements.

Drainage. - A sum of £1,600 has been provided

for training the branch streams East of the main stream at Pokfulam Village (item 8 c), which contain many pools infested

with mosquitoes.

It is necessary on sanitary grounds to make a start on the work of draining the Sookunpoo Valley in view of the conversion of the Cotton Mill there into premises for the French Convent, and of the general development of the neighbourhood. A sum of $20,000 has consequently been entered for the purpose

(item 8 d).

Under item 9, "Miscellaneous Drainage Works",

the sum of $20,000 provided is considered absolutely necessary.

Miscellaneous. Provision has been made for improving the lighting of the sorting-hall in the Post Office by indirect lighting, at a cost of $1,500 (item 16), which is expected to effect a considerable saving in electrical current.

Provision has also been made for the erection

of balconies to the windows of the Wardmaster's Quarters at the Lunatic Asylum (item 17) as a protection against the sun and rain.

Water Works. The sums provided for items 20 and 21 are large, but having regard to the contracts entered into, and to the urgent necessity for these works, it has been im- -possible to reduce them.

Under item 22 a sum of 10,000 has been

inserted for altering and installing the hydraulic motor in

connection
